I'm having some issues right now with a Xerox Printer Driver. The driver by
default is WHQL certified, but if you use their documentation and change the
normally blank config file to include default settings the driver will not
longer auto-install through windows. Instead it recognizes the driver as
unknown and prompts for continue

I don't get how add data to an empty configure disables the WHQL
certification. Hoping someone might be able to how explain to make Windows
still think this is certified
