I have a CD that is supposed to work on windows and mac. However, one of the
PDF files has a file name similar to

"What the heck happened?.p"

due to the question mark in the name, windows 7 will not seem to let me do a
darned thing with this file. I just want to rename it without the question
mark and clean up the prefix so I can read this file.

Any suggestions?

Can you copy it to your hard disk with a wild card, e.g. like so:

copy F:\what*.* d:\

If you can't then you're probably stuck.

You may be stuck. The question mark is not a valid character for file
names in Windows, and no Windows system is going to be able to work
with it.

I would suggest using a Linux system to copy it off the CD, rename it
to something more reasonable, then transmit it to your Windows
machine.
