Using the fsrm interface to manage directory quotas

If there is a more appropriate group for these questions please
advise. None of the platformsdk groups seemed applicable.

I'm delving into programmatically managing quotas via the fsrm
interface for which the docs are somewhat terse.

1. Is there a recommended method to determine if directory quotas are
enabled for a particular drive?

2. Am I correct that the interface can only be used from the server on
which the quotas are enabled? Ideally, I'd like to be able to get/set
quota information from any workstation as I can do with the older
volume based disk quotas.

Thank you for your response. I've worked my way through that
documentation without finding the answers, although I cant be 100%
sure I haven't overlooked what I'm searching for. These APIs are new
and a google search produces no hits outside of the MS documentation.
Can you suggest anyone who might be able to help?
