there is a 60G hard drive partition into 3x20G partition A, B, C

Now i wish to combine A and C, so that to make 40G partition

is it necessary to remove Partition B?

Yes, and you will need a third party tool such as Acronis Disk Director.

Using basic disks, you are correct.

If you can temporarily move the data off of your 3rd partition, you can
delete the 3rd partition and extend the first partition in to it via
Dynamic Disk features. Once you have extended your dynamic disk /
partition, copy the data back to the now larger 1st partition.

Utilities like Acronis Disk Director (which I strongly support) has the
ability to merge two adjacent partitions in to one large partition. So,
the OP would have to move data around to use Acronis Disk Director to be
able to merge the partitions.
